Will the Government implement LOKPAL bill including PM, CJ, Mins, etc?

Why the Government making delay techniques and putting cases against those who are initiating/agitating against corruption and compel to implement LOKPAL bill including PM, CJ and all. What is the real motive. Taking time to transfer the black money into safe custody then implementing after getting clearance from all corners. Why unessary direction to CBI to search against Baba/Anna/Kiran Bedi/Bhushan for illegal activities, if so, on what matters is related to implementation of anti-corruption bill.
